Vine is the app that started the 6 second craze. It posts directly to Twitter...or saves to your camera roll. It allows for upload of clips as well as recording of video. It's the simplest to use...for me...
Musical.ly
Musical.ly is all the rage right now. If you have a child, they know all about this app. BUT we're not going to sing. We're going to make a 6 second video!

Everyday
1 Second Everyday is an app available on Apple and Android. Watch the Ted Talk and see where this takes you. If you use this app choosing the right second is the tough part.
